Overview

The United Nations World Food Programme (WFP), the world’s largest humanitarian organisation, has been at the forefront of combating hunger and promoting food security since its establishment in 1961. Operating in over 120 countries and territories, WFP provides life-saving food assistance during emergencies while working with communities to improve nutrition and build resilience against future crises.

In the United Arab Emirates, WFP's operations are anchored in Dubai'sInternational Humanitarian City (IHC), the world's largest humanitarian logistics hub. Since opening its Dubai office in 2001, WFP has harnessed the city's strategic location, advanced logistics infrastructure, and supportive host government to enhance its global impact. This hub plays a critical role in emergency preparedness and response, with key contributions in logistics, procurement, and information and communications technology (ICT) to support WFP’s worldwide operations.

Asa vital part of the United Nations Humanitarian Response Depot (UNHRD) network, the Dubai hub prepositions relief supplies for rapid deployment in emergencies, ensuring WFP can swiftly deliver critical aid to areas affected by natural disasters or complex crises. This capability underscores WFP’s unwavering commitment to saving lives and fostering global stability.

The Humanitarian Leaders Programme, a first for WFP globally, exemplifies its innovative spirit and builds on the longstanding partnership between the UAE and WFP. Launched by the Dubai office, this initiative focused on recruiting Emirati nationals to cultivate future humanitarian leaders, reflecting WFP's dedication to empowering communities and strengthening its institutional capacity.

The Challenge

WFP Dubai needed to pinpoint and cultivate Emirati leaders who combined strong leadership potential, cultural fit, and operational readiness—qualities essential for excelling in a high-stakes humanitarian environment. This initiative was vital for sustaining WFP’s global impact and aligned with the UAE’s vision of empowering local talent.

The Approach

Career Connections partnered with WFP Dubai to design and implement a customised assessment and development programme. This solution was grounded in Hogan’s internationally validated psychometric tools and bespoke work simulation exercises tailored to WFP’s leadership capability framework.

  • Strategic Planning: Aligning the programme with WFP’s core goals and identifying key competencies.
  • Customised Assessments: Screening 70 applicants to shortlist the top 24 candidates using personality and values-based tools.
  • Assessment Centers: Running realistic simulations to evaluate problem-solving, creativity, and interpersonal skills.
  • Feedback & Development: Delivering comprehensive feedback and personalised coaching to prepare candidates for leadership roles.

The Outcome

  • Successfully onboarded 6 high-potential Emirati candidates.
  • Achieved strong cultural and strategic alignment with WFP’s values.
  • Garnered an 85% satisfaction rating from WFP stakeholders.
  • Equipped candidates with tailored development plans, setting them on the path to future leadership.
"The solution was tailored to our needs. The team was very accommodating and professional. They worked with what they had. Very flexible and friendly. The briefing sessions were very well coordinated. I observed some of the sessions, and they were very well coordinated. Received great feedback from candidates. We are happy. Very rigorous." Iman Waber, Senior HR Associate, WFP Dubai
